There was also a drop in the number of sex offences across all - from 2,350 to 2,170 due declines in reporting or a fall their severity, according to the figures.
The report found that 1,000 more women than men reported having experienced some form of sexual assault in the last year, with 6,100 incidents affecting women and over 2,000 men from the same timeframe.
'Clear, coherent plan'
A spokesman for the ONS said: "The increase in the number of men sexual offences - almost all of them dating violence, but also assaults against women and men - is particularly concerning, suggesting they may be taking more action to protect themselves than women who have suffered sex abuse and harassment.
"Other increases in reported crimes against women have largely been due to other offences such as murder and manslaughter, whereas sexual offences are at least partly to be expected as the police respond to a real increase in the number of complainants."
The proportion of reported cases violent crimes committed against women fell from 18% in 1998 to 12% 2012.
This was largely because of a drop in the number of women who reported having been murdered by partners or ex-partners, from 7% in 2012 to 4% last year, according the report.
